Ambassador Upston has senior level experience within the United States Department of State, was a member of the permanent U.S. Delegation to the United Nations and was Ambassador to the country of  Rwanda. Ambassador Upston’s further involvements have included the Caribbean nations as well as the nation of Thailand. Ambassador Upston is a graduate of Stanford University.
